Board & Representatives

Meet Our ACTSESVA Family

ACTSESVA is controlled by a Board of Management. The Board consists of a President, a Secretary, a Treasurer and General Board Members. Elections are held for these positions each year after the AGM with the SESVA unit delegates electing the office-bearers amongst themselves.


According to Section 9 of the ACTSESVA Constitution, each ACTSES unit is permitted one delegate on the Board. Delegates act as the focal point to receive and represent the opinions, views and suggestions of the ACTSESVA Members within their ACTSES units. Delegates report the activities of the Board to those members within their unit.


The Board of Management is responsible for the general management and day-to-day affairs of the ACTSESVA. Presently ACTSESVA is subject federally to the laws in the Australian Corporations Act 2001 and at a territory level to the ACT Associations Incorporation Act 1991.


AC SESVA is designed to be a non-profit organisation and currently has a charitable collection licence and is investigating future deductible gift recipient (DGR) status. These obligations relate to the current regulatory guidelines developed for charitable bodies and activities by the present regulatory authority for charities – the Australian Charities and Not-for-profit Commission (ACNC) located at this link. https://www.acnc.gov.au/. The Guidelines were introduced in late 2012 and apply to Charities and some Not-for-Profit entities.

Unit representatives also serve as ACTSESVA Board Members. The representatives are elected by each unit and the Board must follow a set of rules under the Australian Corporations Act 2001, the ACT Associations Incorporation Act 1991 and the ACTSESVA Constitution. A list of the current unit representatives and their roles on the Board is below:

President: 
Doreen McEncroe ESM
(Unattached Group).

The duties of the President are to present an annual report of the Association at the AGM, call for and preside at Board Meetings and other meetings of the ACTSESVA. The President also represents the ACTSESVA at National SES VA meetings.

Secretary: 
Julia Rozycka
(Pialligo)

The constitution defines the duties of the Secretary include attending to and signing correspondence, maintaining the register of Members, preparing agendas and recording minutes of meetings, and conducting the elections for the Association. During the unavoidable absence of the Treasurer, the Secretary may receive any monies, issue receipts and bank any monies.

Treasurer:

The duties of the Treasurer are to keep a correct account of all monies and issue receipts as well as preparing the audited statement and presenting this and the auditor’s report of the previous year’s accounts to Members at the Annual General Meeting.

The duties of General Board Members include assisting the Board and undertaking duties as delegated, acting as the focal point to receive and represent the opinions, views, and suggestions of the Association Members within their ACTSES Unit and reporting on the activities of the Board to the Association Members within their ACTSES Unit. Board Members can nominate a Delegate to attend Board meetings in their absence.

Public Officer:

Graeme ‘Duck’ Tonge ESM (Tuggeranong)

Performs a coordinating or director role due to their authority to correspond with the Registrar General and is responsible for compliance with the Act. They are the person on whom documents are served and has the power to sign documents on behalf of the Association.

ACTSESVA members are encouraged to contact their unit SESVA representative to discuss any issues that are of concern to them or to become a member of the ACTSESVA. ACTSESVA members can also report any issue they want the ACTSESVA to take up on their behalf. This can be done through their Board Member or via our contact form
